Why do some people cut their EBT cards in half?

I'm a cashier at my local grocery store and I've been noticing quite a few times people will come in with EBT cards that are cut in half. They will cut it just under the black scan line so they can still use it. What is the purpose of this? Why would you need to cut your ebt card in half?
